- RANDS, "Howard Armstrong RANDS" CPO, Howard Armstrong, CD, RCN, Retired Howie passed away suddenly on January 10, 2006. Born in Fort William, Ontario, raised in Sioux Lookout, Howie settled in
Victoria in 1962. Howie is survived by his wife of 56 years, Phyllis; and children, Bruce (Diane), Gordie,
Janet (Keith), David, Brian, Don (Vera); grandchildren, Shannon, Kimberley, Donald, Candice, Drew,
Bryce, and great-grandson, Lennox. Howie served in the Royal Canadian Navy from 1946 - 1971 aboard
21 different ships. He saw active duty during the Korean War and was awarded medals and decorations.
Howie continued his career as a letter carrier until 1986. He was also involved in community sports,
particularly Carnarvon Pony Baseball League. Howie's retirement years were spent enjoying his family,
fishing in his boat, backyard bird watching and cheering for his Seattle Mariners.
